Note, English government bonds (English gov’t IOU’s) are called ‘gilts’ … the English gov’t borrows most of its’ money by giving gilts (IOU’s, promises to pay later) in exchange for cash now from lenders (billionaires, the Chinese gov’t, the Saudi gov’t, etc.)
